Risk Management Education Grants Program


The Western Center for Risk Management Education (Western Center) has established a competitive grants program to train agricultural producers and their families to use improved risk management practices. The Western Center will award $313,000 for risk management education projects to be conducted before May 30, 2003 in the 13 Western States. The Western Region Request for Proposal (RFP) is available on the Web at http://westrme.wsu.edu/funding. Eligible applicants include any public or private sector organization with the ability to deliver risk management education to agricultural producers and their families and who also have the financial capacity to receive grant funds and provide appropriate accounting for the use of awarded dollars.

  • The Western Center's Risk Management Education grant awards process contains the following:
    a focus on results for producers and their families and documenting these results
  • partnerships to assure ongoing program successes
  • a broad range of risk management tools and approaches including the inclusion of family stability issues in risk management education

Because this process is so different than many grants programs, it is important that applicants familiarize themselves with application materials supplied by the Western Center before submitting a pre-proposal. Key components of the application process are:

  1. A short pre-proposal (2 pages maximum) must be submitted by February 15, 2002 on the form supplied by the Western Center for Risk Management Education, http://westrme.wsu.edu/funding.
  2. Applicants whose pre-proposals are chosen for further consideration will be notified by the Center by March 5, 2002 and asked to submit a fully-developed 6 page proposal by March 29, 2002. Awards will be announced before May 17, 2002.
  3. Training for prospective applicants on the results-oriented process will be offered via a satellite broadcast and web-streaming on January 22, 2002 at 1:30 PM PST.   4. All application materials will be available on the Internet on the Center's Web page, http://westrme.wsu.edu/funding. It is strongly suggested that proposals be submitted electronically per instructions in the application materials. Hard copies of application materials can be requested from the Center.

Awards will be made by a review panel of Advisory Council members from across the western region. These individuals represent a variety of expertise: educators, producers and family members, and private and public sector experts knowledgeable about risk management tools. This Council has developed the following principles to guide the allocation of funds:

  1. Proposals will strongly focus on results for customers who are agricultural producers or their family members.
  2. Proposals will clearly identify and document their customer market and the risk management needs of the individuals who make up that market.
  3. Projects will emphasize a commitment to changing the risk management behavior of the customers they seek to serve.
  4. The process will favor proposals that take an innovative approach to risk management education. These may be from any organization that has legal standing.
  5. The end result should be a portfolio of projects that includes:
  • Different types of producers/customers to be served
  • A variety of types of organizations receiving support
  • An array of public-private partnerships to strengthen project results and continuity
  • Approaches that acknowledge the importance of the family to farm/ranch businesses
